Forest governance in Malaysia - An NGO perspectiveBy JOANGOHutan FERN 2006-09-15 | This paper first discusses some official definitions related to forests before considering theextent and causes of deforestation and forest degradation in Peninsular Malaysia, Sarawakand Sabah. This then sets the context in which we make links between state power anddecision-making in controlling the forest. The paper argues that state control of the forestsand land use is not an entirely new and modern construct but, rather, it is modifiedand reinforced by post-colonial conditions and constitutes an extension of that colonialsphere. Accordingly, the paper explores the colonial and post-colonial link by lookingmore closely at the forestry laws, regulations, forestry institutions and land and foresttenure systems.
